Exchange Network Governance

The Exchange Network currently is governed by the Exchange Network Leadership Council (ENLC) and the Network Operations Board (NOB). In addition, there are two chartered subgroups that identify, consider and recommend solutions on issues related to the Exchange Network. These groups, the Network Technology Group (NTG) and the Network Partnership and Resources Group (NPRG) have members from both the states and EPA. In addition, there are Data Standards Teams that are established as needed to draft data standards.

Current Structure

The current governance structure serves three functions: Network leadership, Network governance, and Network administration. Currently, the ENLC (PDF) (7 pp, 208 K, About PDF) guides the development of the Exchange Network and is responsible for policies and strategic direction, as well as providing leadership for the Network.

The Exchange Network Leadership Council members are:

The NOB directs the operation of the Exchange Network by overseeing the Network's shared infrastructure. The membership also identifies, prioritizes, and resolves Network operations and issues, and acts as a clearinghouse for all Network Operations issues.

The Network Operations Board Members are:

The NOB uses input from subgroups that discuss and develop recommendations for their consideration. The NTG is responsible for the day-to-day operation and the technology of the Network, and the NPRG (PDF) (8 pp, 47 K, About PDF) is responsible for policy and resource planning.

The Data Standards Team also reports to the NOB. Data standards are designed and implemented to allow data from different sources to be interchanged and integrated by employing specific definitions, terms and data structures to commonly used data for data exchange purposes.
