Proposed e-PMN Form
EPA is developing e-PMN software to enable manufacturers and importers to electronically prepare and submit to EPA online Pre-Manufacture Notices (PMNs) and other documents under section 5 of the Toxic Substances Control Act (TSCA). EPA published a proposed rule at 73 FR 78261 on December 22, 2008, that, when finalized, would establish standards and requirements for the use of the e-PMN software and EPA's Central Data Exchange (CDX) to electronically submit these notices. The comment period for the proposed rule and draft e-PMN software closes February 20, 2009.

Overview
You are invited to test the e-PMN software designed to enable the electronic preparation and submission of TSCA section 5 notices, including notices for PMNs, Low Volume Exemptions (LVEs), Low Release and Exposure Exemptions (LoRexes), Test Marketing Exemption Applications (TMEAs), Biotechnology, and Notices of Commencement, and support documents.
As a tester, you will be able to download and fill out the various documents that may be created using the software; however, at this time, you will be able to electronically submit to EPA only "test" notices, not support documents. The only requirement for submitting "test" notices electronically to EPA during the testing- comment period is to register with CDX as a submitter. Please note that "test" notices are not official section 5 notices. Until this rule and software become final, all official PNMs must continue to be mailed or sent by courier to EPA in hard copy. Please do not submit any confidential business information (CBI) in your "test" notice submissions during this comment period.
In order to submit electronically during the comment period, you register with CDX by following these steps:
- Log into the CDX website and enter your on-line account information.
- Once completed, you will receive an e-mail from EPA stating that you have successfully created an account with CDX.
- Next, EPA will activate your account and notify you in a second e-mail that your account has been activated.
- To finalize your registration, log into the CDX website again and answer the security questions. You will receive a third e-mail stating that your registration with CDX is complete and you can now submit "test" notices to EPA by logging on to the e-PMN website. Once the rule has been finalized, you will need to register again with CDX.

Notes
- Be sure you have Java 6 installed. You can download Java from Apple's site . Requires Mac OS X 10.5.2 or later (with Java for Mac OS 10.5 Update 1).
- The compressed installer should be recognized by Stuffit Expander and should automatically be expanded after downloading. If it is not expanded, you can expand it manually using StuffIt Expander 6.0 or later.
- If you have any problems launching the installer once it has been expanded, make sure that the compressed installer was expanded using Stuffit Expander. If you continue to have problems, please contact technical support.

- In a console window, change to the directory where you downloaded install.jar before running the installer.
- Your operating system may invoke Java in a different way. To start the installer, add install.jar to your CLASSPATH, then start the main class of the installer named install.
