State Grant Measures Template
What is the “State Grant Measures Template (SGMT)?”
- In EPA’s FY 2007 budget, OMB instructed EPA to “…develop a standardized template for States to use in reporting results achieved under grant agreements with EPA. The template must include clear linkages to EPA strategic plan and long term/annual goals; include consistent requirements for regular performance reporting; and allow for meaningful comparisons between various States’ past and planned activities and performance.”
- To implement this requirement, EPA and the States, through the ECOS Planning Committee and Partnership and Performance Workgroup, jointly identified a limited set of existing performance measures to be included as an attachment to FY 2007 work plans for 14 categorical grants, listed below:
EPA’s Goals for SGMT Implementation
- Involve States in the selection and design of the SGMs.
- Use existing EPA/State measures and data sources where possible to minimize burden on States.
- Augment current EPA/State partnership agreements and grant workplans instead of replacing them.
- Focus measures on more immediate human health and environmental outcomes.
- Integrate this effort with current and future efforts to improve the Agency’s

- Given the short time frame to implement OMB’s requirement for FY 2007, initial work focused on identifying a consistent approach for including a common set of FY 2007 measures from existing reporting, rather than undertaking broader revisions to State grant work plans.
Where are we with FY 2007 implementation?
- EPA and States identified a set of 60 measures to be arrayed in a common template and attached to 14 categorical grant work plans; briefed OMB in August 2006 and received OMB endorsement of the approach.
- EPA Regions have the lead for entering baseline data and results for FY 2007 measures; States will review data/results and provide additional context as appropriate.
- Expect results data for 40 of the 60 measures, with data available in the March/April time period.
- EPA created a work group comprised of representatives from ECOS and States, EPA program and Regional Offices, as well as OGD and OCFO to identify lessons learned and consider approaches to present FY 2007 summary results.
- EPA/States provided OMB with a progress update January 31, 2008, and will schedule a joint EPA/State briefing for OMB on the summary results once the FY 2007 data are available.

Where are we with FY 2008, FY 2009 and beyond?
Below are the final guidance documents for implementing the State Grant Performance Measures Template in FY 2009 and the State Grant Measures Template, released July 2008. EPA issued the implementing guidance earlier than previous years and the guidance reflects minor adjustments from FY 2008. One process change was implemented to provide additional clarity on which measures can be reported at the state level, and which can be expressed at the national or regional level only. This will make it clearer where regions and states need to provide state-level information and where they do not. Also below are the updated FY 2008 State Grant Measure Template Guidance and State Grant Measures Template (both released in November 2007).
We are also providing the FY 2007 Lessons Learned Summary (DRAFT). This document has enabled EPA to adopt some of the lessons learned in its FY 2007 State Grant Measures Guidance.
