Chesapeake Bay Leaders Learn about Dutch Innovations
In June 2002, eight watershed practitioners from the Chesapeake Bay region representing local, state and federal governments, an interstate commission, and a non-governmental organization traveled to the Netherlands for two weeks to observe Dutch policies involving land-use, low-impact development, smart growth, and non-point urban and rural runoff.
Chesapeake Bay officials learned about many innovative Dutch policies and programs of environmental protection. They witnessed the advantages of a government-wide integration of national environmental policies that address environmental, transportation, energy, agricultural and recreational issues comprehensively. Chesapeake officials were also impressed by the broad scale and intensive public involvement of the Dutch planning process.
Participants from the Chesapeake area noted that dredging was an especially pertinent issue for both their region and the Netherlands. The increasing size of commercial ships and growing environmental concerns make dredging projects contentious and long. The Dutch consensus approach to dredging brings environmentalists, shipping companies, and the public together to ensure the viability of their ports. The Chesapeake region can apply this model to keep Baltimore and Norfolk competitive.
Yet another creative method to protect Dutch watersheds deals with point source pollution. The Dutch established the Mineral Accounting System to manage manure by tracking mass balances of nutrients on more than 80,000 farms. When a farm exceeds runoff limits, the farm must pay a penalty.

Canadian National Action Plan to Encourage Municipal Water Use EfficiencyThe Canadian Council of Ministers of the Environment adopted this action plan to achieve more efficient use of water in Canadian municipalities in order to save money and energy, delay or reduce expansion of existing water and wastewater systems, and conserve water.
European Commission's LIFE-Environment Initiative
Launched in 1992, LIFE cofinances environmental initiatives in the European Union and bordering countries. LIFE-Environment contributes to the development of innovative techniques and methods by cofinancing demonstration projects in a number of areas including water management. This Web site provides information on LIFE projects and hosts a database of over 1,000 state, municipal, and local level projects funded through this program, including case study reports of particular success stories.
European Union Water Policy Directives
The European Parliament has provided policy directives on many aspects of water management including the most recent directive on river basin management, established in 2000 to protect inland surface waters, transitional waters, coastal waters and groundwater, in order to prevent and reduce pollution, promote sustainable water use, protect the aquatic environment, improve the status of aquatic ecosystems and mitigate the effects of floods and droughts. This Web site includes European water policy directives such as that for river basin management, urban wastewater treatment, discharges of dangerous substances, nitrates, and drinking water.
European Union's Water Initiative Research
This Web site is the research dimension of the EU's Water Initiative, which aims to increase the number of people with access to safe water and basic sanitation as well as generalize the adoption and practice of integrated river basin approaches. EUROMARKET Research Project

Canada's Water Efficiency Experiences DatabaseCanadian Water and Wastewater Association and Environment Canada have developed this site to encourage the exchange of information in this rapidly growing field. This searchable database contains over 170 conservation projects from across Canada.
European "Best Practices for Sustainable Urban Infrastructures"
Founded in 1971, COST is an intergovernmental framework for European Co-operation in the field of Scientific and Technical Research, allowing the co-ordination of nationally funded research on a European level. COST8, an activity in identifying best practices for sustainable urban infrastructures, has assembled a series of European case studies on topics such as water and wastewater.

Environmental and Resource Costs in the Water Framework Directive: the Case of Germany
In response to a 2003 European Commission Water Framework Directive (which stipulated, "Member States shall take account of the principle of recovery of the costs of water services, including environmental and resource costs") a working group was established to more clearly define "environmental and resource costs". This report investigates many of the economic aspects - such as the cost recovery for water services, incentive pricing for water, or the selection of cost-effective measures published here in the study by the German Federal Environmental Agency.

The European Environment Agency and its Topic Centre on Inland Waters undertook a multi-part assessment of the sustainable use of water in Europe. The first report addresses sectoral use of water while the second part looks in particular at demand-side management of water across Europe.
European Union-Funded EUROMARKET Research Paper: "The German Water Sector: A Look into the Future
EUROMARKET is an EU funded research project on water liberalization scenarios and gives empirical analysis of the evolution of the European water supply and sanitation sectors. The project is funded by the European Union under the " Energy, Environment and Sustainable Development " program of the 5th RTD Framework Program, and by the Swiss Federal Office for Education and Science . In addition to this paper on the German water sector, there are also a number of other reports all addressing water issues and scenarios for solving these issues.
International Conference on Freshwater Papers (2001)
The German Government hosted the International Conference on Freshwater in Bonn, Germany on December 3-7, 2001 in close co-operation with the United Nations.
