Thomas M. Corwin

Director, Division of Elementary, Secondary, and Vocational Analysis Budget Service

Thomas M. (Tom) Corwin has served as the Director of the Budget Service's Division of Elementary, Secondary, and Vocational Analysis since 1987. In that capacity, he directs a staff of 10 program analysts who handle the development and presentation of the budgets for some 65 programs that have an FY 2002 funding level of $24 billion. (The Division has jurisdiction over all programs administered by the Offices of Elementary and Secondary Education, Innovation and Improvement, Safe and Drug-Free Schools, English Language Acquisition, and Vocational and Adult Education.)

In addition to their work on the budget, Corwin and his staff serve as a policy analysis office on all issues related to elementary, secondary, vocational, and adult education. In particular, they participate in, and often manage, development of the Department's legislative initiatives.

Corwin frequently serves as a supporting witness at Congressional hearings on the budget or on legislative or program oversight issues. He has participated in more than 75 hearings. In addition, he works closely with Congressional staff on many policy issues, and frequently meets with members of education associations, and with education practitioners from around the nation, to explain the Department's programs and policies.

Prior to becoming Division Director, Corwin served as a program analyst in the Budget Service for six years. Between 1977 and 1980, he was a policy analyst with the American Council on Education, where he prepared analyses, including foundation-funded studies, of national issues in higher education.

In 1991 and 1997, Corwin received the Presidential Meritorious Executive Award and in 2002 he received the Presidential Distinguished Executive Award.

Corwin grew up and attended the public schools in Maplewood, New Jersey. He received a Bachelor of Arts degree, with a major in political science, from New College in Sarasota, Florida in 1974. In 1976 he received a Master in Public Policy degree from the Kennedy School of Government at Harvard University.

Corwin served, on detail from the Budget Service, as Acting Deputy Assistant Secretary for Elementary and Secondary Education between 1999 and 2002. In the initial months of the George W. Bush Administration, he carried out the functions of the Assistant Secretary for Elementary and Secondary Education. He is currently on detail as Associate Deputy Under Secretary in the Office of Innovation and Improvement.
