NASA/MSFC has a requirement for for the upgrade of the custom-designed Accurate Machine Tool (AMT) nozzle tape wrapping machine.
NASA/MSFC intends to purchase the items from ATK Launch Systems, Huntsville, Alabama, pursuant to FAR 6.302-1 which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. Competition is impractical for the following reasons:
1. ATK Launch Systems Inc. is the sole vendor capable of upgrading the control systems mechanisms, software, and supporting equipment of the tape wrapper to the requirements set forth by NASA.
2. ATK Launch Systems Inc. is the only known contractor with personnel certified to operate MSFC’s tape wrapping machines. ATK personnel have developed a unique knowledge that will enable them to properly design a customized upgrade for the AMT tape wrapper system and verify that the upgrade meets all of NASA’s requirements.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on July 25, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
