The energy and mineral resources program is one of BLM-Eastern States' largest programs. We manage about 40 million acres of mineral estate, including substantial leasing for oil and gas. We work effectively with partners in industry and conservation organizations to oversee environmentally sound fluid and solid mineral development to help sustain a healthy economy. Currently, we administer 3,600 leases for oil and gas exploration covering about 2 million acres, in 15 of the 31 Eastern States.
 
Included in this Division's responsibilities are Oil and Gas Leasing (see 43 CFR 3100), Coal Management (see 43 CFR 3400), Management of Solid Minerals Other than Coal (see 43 CFR 3500), Mineral Material Disposal (see 43 CFR 3600), and Mining Claims Under the General Mining Laws (see 43 CFR 3800). The Code of Federal Regulations is a publication available in law libraries and most large public libraries. A copy may also be obtained from any BLM State Office. The BLM State Offices are listed on the BLM home page: www.blm.gov. BLM regulations are also available online at: www.access.gpo.gov/nara/cfr/cfr-table-search.html.   
 
While BLM provides technical assistance to Indian tribes and Indian mineral owners, BLM does not lease Indian minerals.  Leasing of Indian minerals is handled by the Bureau of Indian Affairs (BIA).   • The LR2000 contains applicant and land use data on leases, permits, contracts, agreements, unpatented mining claims, and other use authorizations issued or recorded by the BLM.  Use authorizations pertain to oil and gas, coal, sand, gravel, grazing, communication sites, and rights-of-way.
GeoCommunicator (http://www.geocommunicator.gov/)
  • The Geocommunicator is an interactive map viewer that permits users to search and display LR2000 records including: oil and gas, geothermal, solid mineral and coal leases, mining claims, stipulations and conveyances, as well as download and dynamically map Public Land Survey System (PLSS) data.  Users can also view grazing allotment and pasture boundaries on this site.
