Superfund Cost Management Measures

On October 24, 2005, the Superfund program issued a memorandum identifying 17 cost management measures currently underway. In line with the 120 Day Study, the goal of these measures is to improve cleanup operations so that the dollars directed to site cleanup can be used effectively and efficiently as possible.
These cost management measures provides review to ensure that the Superfund program is positioned to address new ways of conducting site management as effectively and efficiently as possible and also build upon previous Superfund efforts to improve program operations. These measures are focused on program management and do not change Superfund response policies.
In the 1990's, the Superfund program initiated Administrative Reforms to improve the program by employing various initiatives and pilots designed to make the Superfund program work faster, fairer, and more efficient. Many of these Reforms remain in place in the daily operations of the program and these 17 cost management measures continue to build on those reforms.
These measures fall within the following general areas:
- Those responsible for contamination should pay for or conduct the cleanup work;
- Getting the most out of Superfund money;
- Ensuring the best cleanup for the money;
- Getting the most out of cleanup decisions/remedies; and
- Utilizing technology for outstanding site management.
The 17 measures include enhancements to the Administrative Reforms. For example, Superfund has expanded the scope of the National Remedy Review Board by lowering the threshold for site going to the Board. Also, the Remedy Updates Administrative Reform focus, to ensure the regions evaluate remedies during design to make the best decision given the current site conditions and use of current science and technology, has been expanded to include reporting of all changes to remedies.
