SPAWARSYSCEN CHASN is interested in receiving white papers for networkcentric engineering technology projects which offer potential for advancementand improvement of DoD operations (new/improved capability, increasedefficiency, reduced total ownership cost, etc). In accordance with FARparagraphs 35.016 and 6.102(d)(2), the scope of the BAA is limited to "basicand applied research and that part of development not related to thedevelopment of a specific system or hardware procurement." Projects on behalfof other federal agencies may be included in this BAA if they have a potentialbenefit to DoD.

This research opportunity is divided into six functional areas. From time totime, the BAA will be amended to included high interest topics from one ormore of these areas. These high interest topics represent subjects that areespecially relevant to SPAWAR scientists and engineers (and their sponsors) atthe time of inclusion and therefore have a higher likelihood of availablefunding. It should be noted that this does not preclude interest or funding forother topics. Offerors are encouraged to submit white papers on any topic theywish within the scope of one of the functional areas.
