The Air Force Research Laboratory is announcing to business and academia its intent to solicit proposals under this Broad Agency Announcement (BAA). THIS ANNOUNCEMENT DOES NOT REQUEST PROPOSALS AT THIS TIME. SOLICITATIONS FOR PROPOSALS WILL BE ACCOMPLISHED VIA CALLS TO THIS BAA. The over-arching strategy of the BAA involves the use of this 5-year open-ended BAA which is focused on the five Technical Directorates at Wright Research Site (Human Effectiveness, Sensors, Propulsion, Materials & Manufacturing and Air Vehicles) and the two Technical Directorates at Kirtland AFB (Space Vehicles and Directed Energy). AFRL will be seeking innovation through the coupling of different disciplines in solving war-fighter needs. The objective of this BAA and future calls will be to enable the rapid formation of teams, representing diverse expertise and knowledge, to formulate and conduct innovative strategies to address complex research opportunities that impact current or projected adversary threats. The scope of the solutions sought may include some or all of the following activities: conceptualize, analyze and assess solution options including research alternatives; design, develop, fabricate and demonstrate prototypes; design, develop and conduct simulations. Results must be presented in a way to show compatibility with relevant warfighting environment. The Air Force Research Laboratory's (AFRL) Technical Directorates perform cutting edge research and development projects to support war-fighter near, mid and long term needs. To ensure these projects stay on the cutting edge of technologies a heightened emphasis has been placed on exploring both innovative technology development processes and innovative acquisition strategies. This BAA represents both of these strategies. From a technology development perspective, AFRL is seeking innovation through the coupling of different disciplines in solving war-fighter needs. This entails linking technical expertise, experience and concepts from two or more Directorates in pursuing innovative technology concepts, from traditional and non-traditional sources. THIS ANNOUNCEMENT DOES NOT REQUEST PROPOSALS AT THIS TIME. SOLICITATIONS FOR PROPOSALS WILL BE ACCOMPLISHED VIA CALLS TO THIS BAA. Wright Research Site's five Technical Directorates (Human Effectiveness, Sensors, Propulsion, Materials & Manufacturing and Air Vehicles) and Kirtland Research Site's two Technical Directorates (Space Vehicles and Directed Energy) have identified general technology areas that are envisioned as the development space where projects may be identified.
