Periods of drought necessitate that we conduct business differently. When water is in short supply, non-essential water uses must be curtailed to preserve limited water resources for essential uses. Normal uses of water, such as washing cars or operating ornamental fountains, change from acceptable to expendable.

Just as in other businesses, state government agencies should look for ways to conserve water in everything they do.
