TEGL 08-08: ETA Outlines WIA Waivers to Assist States in the Development of Economic Strategies
The Employment and Training Administration has issued Training and Employment Guidance Letter (TEGL) 08-08 -- Use of the Workforce Investment Act of 1998 (WIA) Flexibility in Economic Recovery. This TEGL describes common waivers to the Workforce Investment Act of 1998 (WIA) and the Wagner-Peyser Act that may assist states as they develop economic recovery strategies.
The TEGL specifically addresses:
Adult and Dislocated Worker Program Funds Transfer
Reallocation Flexibility
Use of Local Funds for Statewide Activities
Use of Rapid Response Funds for Statewide Activities
Youth Training
Employer Match for Customized Training
Employer Reimbursement for On-the-Job Training
The TEGL also addresses Work-Flex authority and Wagner-Peyser waiver authority. Section 7 of the TEGL outlines the waiver request process.
