Employment and Training Administration's Compliance Assistance

The Department of Labor's Employment and Training Administration (ETA) strives to provide its customers - businesses, workers, and workforce professionals - with clear and accessible information on how to comply with Federal employment laws and guidance. ETA administers two programs that fall under the Secretary's Compliance Assistance Initiative:

  1. The Foreign Labor Certification program
  2. The Worker Adjustment and Retraining Notification (WARN) Act
While ETA administers these programs, our agency does not have enforcement authority for them. Most of the Foreign Labor Certification enforcement is handled through the Department of Labor's Employment Standards Administration, Division of Wage and Hour, or the Department of Homeland Security. The WARN Act is enforced through the judicial system.
