Terry Bowie, Deputy Chief Financial Officer for the National Aeronautics and Space Administration (NASA), joined NASA in May, 2005. Reporting directly to NASA's Chief Financial Officer, the Deputy CFO is responsible for the day-to-day operation of the office. Mr. Bowie provides leadership for the planning, analysis, justification, execution, control and reporting of all Agency fiscal resources and continuity in the absence of the Chief Financial Officer.

Prior to arriving at NASA, Mr. Bowie was the Director of Financial Management Operations for the U.S. Department of Education from August, 2000 to May, 2005. At the U.S. Department of Education, Mr. Bowie was responsible for the agency's accounting operations, financial reporting, audit coordination, internal control integrity and adherence to sound financial management practices. During his tenure, the department received its first two consecutive unqualified (clean) audit opinions and eliminated all auditor identified material weaknesses. This was the first time the U.S. Department of Education had received a clean opinion. Mr. Bowie's significant contributions assisted the department in becoming the first Cabinet-level agency to receive a passing grade on the President's Financial Management Score Card.

Prior to joining the U.S. Department of Education, Mr. Bowie held the position of Deputy Chief Financial Officer of the U.S. Mint from 1995 to 2000. Under his leadership the Mint obtained six unqualified (clean) audit opinions and was acknowledged by the U.S. Department of Treasury as a model for sound financial management. Prior to Mr. Bowie's tenure, U.S. Mint had eight auditor-identified material weaknesses and had never received an unqualified audit opinion.

Mr. Bowie also worked with the U.S. Department of Housing and Urban Development for 12 years in various financial management positions. He was a member of the Federal Housing Administration (FHA) Commissioner's "Clean Audit Team," who were the primary architects for FHA's first unqualified audit opinion.

Mr. Bowie is a graduate of the Illinois Institute of Technology in Chicago with a B.S. in accounting, finance and economics. After moving to Washington D.C., he attended American University's Masters of Public Finance program. Bowie is a C.P.A., Certified Government Financial Manager. In June, 2004 he received the Association of Government Accountants Achievement of the Year Award.
