NASA/GRC has a requirement for HALOCARBON 1.8 OIL, SUPPLIED IN A 300 KILOGRAM DRUM.
NASA/GRC intends to purchase the items from HALOCARCON Only. Material is needed to continue current experiments at the NASA Glenn Research Center. Per Requester, No other oil is sufficient. The requester has determined that there is no other supplier having a similar product that will meet the Government's minimum requirements. Data available is not adequate to assure that a similar oil, if procured from another manufacturer, will perform the same function as the oil to be replaced. It is understood that this requirement for Halocarbon 1.8 oil does not preclude obtaining competition among various distributors or manufacturer representatives. Requester has conducted an internet search on this material, only finding Halocarbon as able to quote on the product. The Buyer has done a competitive solisitation previously with in the past 6 months and only one other vendor responded but the pricing was much higher. The procurement was done through Halocarbon and all forth coming procurements are required to be from the same vendor to insure the material is the exact same for the testing being done.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 7, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
