NASA-GRC intends to award a sole source contract on or about September 30, 2008 to Ball Aerospace and Technologies Corporation of Boulder, CO for the technology advancement of the Aerocapture Analytic Predictor-Corrector (APC) guidance algorithm for the In-Space Propulsion Technologies (ISPT) Program’s Aerocapture technology development effort. This contract will conclude work Ball Aerospace performed over the past several years with NASA engineers. Ball Aerospace possesses the corporate knowledge of multiple years’ experience in the implementation of the Aerocapture Analytic Predictor-Corrector (APC) guidance algorithm. The APC algorithm has gone through many years of extensive development and testing in aerocapture systems analysis studies at Mars, Titan, Neptune, Venus and Earth. These NASA systems studies involved experts in multiple organizations and lasted 6 to 12 months each; in each study the algorithm was implemented in flight simulations and subjected to nominal and Monte Carlo conditions, and additional stress testing. The Ball algorithm development and implementation was used in each of these studies. Through this work, the algorithm was proven to provide a very low-cost, robust, flexible, and high-performance guidance algorithm for Aerocapture. The Ball Aerospace APC was competitively selected through the NASA Research Announcement process as the aerocapture guidance algorithm for the New Millennium Program Space Technology 9 flight opportunity. As such, Ball Aerospace is the only source that has the unique knowledge base, internal technical data and experienced personnel to successfully perform this extended contract effort. This is not a formal solicitation. This synopsis is not considered a request for proposals. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 P.M. Eastern time on September 29, 2008. Such capabilities and qualifications will be evaluated solely for the purpose of determination whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
