Description
 
NASA Glenn Research Center (GRC) has a requirement for large diameter (52”to 60”) Gask-O-Seal type seal assemblies. The elastomer compound used in the seal assembly is a proprietary compound manufactured by Parker Hannifin, and the compound has been extensively tested for more than two years including exposures to atomic oxygen (AO), ultraviolet (UV) radiation, and micrometeoroid and orbital debris (MMOD) impacts as well as other properties evaluations. The seal design is based on Parker’s proprietary Gask-O-Seal design. The design is an improved version of the current flight seal used on the International Space Station which was manufactured and supplied by Parker Hannifin.

The effort requires the development of multiple copies of a first generation (GEN 1) seal design for the LIDS EDU 58. Two (2) options will include design evolutions for the full-scale Gask-O-Seals. Option 1 is a seal design with a refined cross-section resulting from testing of the baseline design (GEN 1). Option 2 is a seal design with a refined cross-section resulting from testing of the baseline design (GEN 1) and option 1 design.

NASA/GRC intends to purchase the LIDS seal assemblies from Parker Hannifin, San Diego, CA. Parker Hannifins design is proprietary and cannot not be divulged to any other source.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 19,2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
