NASA/MSFC has a requirement for two spare Wastewater Storage Tank Assembly (WSTA) units to include the fabrication, testing, certification and delivery of the units. The WSTA is utilized to accumulate and store acid-treated urine for the Urine Processing Assembly (UPA) aboard the International Space Station (ISS). The WSTA is designed for use with urine pretreated with a Russian chemical mixture.
MSFC intends to purchase the items from FLEXIAL Corporation. This procurement is a follow-on to the procurement under which FLEXIAL Corporation designed and delivered the original WSTA. Only FLEXIAL Corporation possesses the facilities, manufacturing Capabilities, drawings and current engineering and manufacturing workforce to successfully manufacture the WSTAs and deliver them to MSFC as required on or before February 28, 2010. As the producer of the First Flight WSTA, FLEXIAL maintains unique and specific processing and testing knowledge.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 21, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
