Description
 
The purpose of this synopsis is to provide notification to industry that NASA/MSFC intends to release in the near future a draft Performance Work Statement (PWS) for the purpose of communicating the preliminary requirements of the pending “NASA Integrated Communications Services (NICS)” acquisition. This draft PWS, which is subject to revision, will be synopsized on the NICS acquisition website accessed through the MSFC Acquisition Portal (NICS@MSFC) on the I3P website at http://i3p-acq.ksc.nasa.gov . Registration is required for access. The anticipated date for release of this document is on or about December 10, 2008.

NOTE: Other than the pre-solicitation synopsis, Draft Request for Proposal (RFP), and Final RFP, including any amendments, NASA intend to publish all other documentation and information about this procurement only on the NICS website. Interested parties are therefore advised to closely monitor this site for information.

The Government intends to hold one-on-one meetings with industry subsequent to the release of the draft PWS. The period scheduled for the conduct of these meetings is December 15-19, 2008 and will be conducted at a facility located outside the boundaries of Redstone Arsenal to facilitate ease of entry. Based on time and facility constraints, it is anticipated that only those firms considering submitting an offer as a prime contractor and their team will be allowed to schedule an appointment. While potential prime contractors may include subcontract teammates, the total number of attendees per team is limited to eight (8). Currently, it is anticipated that only 1.5 hours will be available for each potential proposing team.

The primary purpose of these meetings is to allow industry to meet with Government personnel associated with the NICS acquisition and to allow industry the opportunity to provide comments on the proposed draft PWS and pending solicitation. This feedback will help to ensure that the draft Request for Proposal (RFP) is optimally configured to accomplish the goals of I3P and NICS. Information from Government personnel regarding the NICS acquisition will be limited as such information will be provided upon release of the draft solicitation in early 2009.

This anticipated procurement is unrestricted regarding business size.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
