Arcata Associates, Inc (Arcata/UNITeS); in support of the Unified NASA Information Technology Services (UNITeS) Prime Contract, intends to negotiate only on a sole source basis with SAS Institute, (the OEM), to continue various mainframe term licensing for the period beginning 1 October 2008 thru 30 September 2009 in support of the NASA Data Center (NDC) located at Marshall Space Flight Center. The licensing of these products shall be in accordance to the terms and conditions of Master License Agreement No. 50597 between Arcata Associates and SAS Institute as modified in 2006 to upgrade the mainframe platform to an IBM 2096-S07/Software Model 2096-Q02 at 40 MSU levels.
Arcata Associates, Inc. intends to acquire a commercial item using FAR Part 12.
This announcement constitutes the only solicitation as proposals are being requested per the attached Request for Quotation (RFQ) which is located in the attached Word file, along with an Offeror Representations & Certifications (Certs) form, all of which are deemed to be the solicitation package. Interested firms have until 23 October 2008, 12:00 PM Noon, CDST to submit in writing to the identified point of contact a response to the RFQ and all associated paper work per the special instructions. Responses received after 23 October 2008 without the required information will be considered non-responsive to the synopsis/solicitation and will not be considered. A determination by Arcata/UNITeS to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of Arcata Associates, Inc.
When responding to this combined synopsis/solicitation you are required to inform this office whether or not the products offered in response to this solicitation meet the Technical Standards of 1194.21 for the specific line items cited in the RFQ. Please provide documentation such as your voluntary compliance template or other information that addresses how your company meets the identified Technical Standards.
