Arcata Associates, Inc. (Arcata/UNITeS); in support of the Unified NASA Information Technology Services (UNITeS) Prime Contract, intends to negotiate only on a sole source urgent basis with Select Business Solutions (SBS) to continue full software maintenance support for the FY09 period of performance covering the suite of OEM "NOMAD" licensed product in support of the NASA Data Center (NDC) located at Marshall Space Flight Center (MSFC) AL. The basis of the sole source requirements is based on the proprietary nature of the software source code and the ability of only the OEM to provide continuing s/w support.
The licenses requiring support under this pending Commercial Purchase Order are listed in the attached RFQ (WORD document) and requires the delivery of any necessary "license keys" and/or CD ROM media on or before 1 October 2008.
Arcata/UNITeS intends to acquire a commercial item(s) using FAR Part 12.
This announcement constitutes the only solicitation as quotations are being requested per the attached Request For Quotation (RFQ) which is located in the attached WORD file, along with Arcata’s Part I & II Terms and Conditions, and Offeror Representations & Certifications (Cert Package), all of which are deemed to be the solicitation package. Interested firms have until 4:00 PM CDST, 16 October 2008 to submit in writing to the identified point of contact a response to the RFQ and all associated paperwork per the special instructions. Responses received after 16 October 2008 without the required information will be considered non-responsive to the synopsis/solicitation and will not be considered.
A determination by Arcata/UNITeS to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of Arcata/UNITeS.
