NASA Headquarters (HQ), Office of Program Analysis and Evaluation (PA&E), is planning to procure SpaceTrak on-line database licenses. Ascend’s SpaceTrak launch and satellite database is a web-based information resource on launch vehicles and satellites. It is the industry’s leading source of launch vehicle and spacecraft failure and insurance loss data. It also offers comprehensive historic and future schedule information on satellites and launches. Ascend’s SpaceTrak also provides monthly “Intelligence Reports” which are news reports on topics of interest as well as quarterly research white papers and hours of analyst time to support unique queries and other research requests.
NASA HQs intends to issue a Sole Source Procurement to Ascend Worldwide Limited to purchase SpaceTrak on-line database licenses.
This procurement is being conducted under the Simplified Acquisition Procedures (SAP).
The authority is FAR 6.302-1(a) (2) “only one responsible source”.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 11:00 a.m. (EST.) on December 12, 2008. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
