Description
 
NASA/Headquarters (HQ) plans to procure a 1-year membership to participate on the Corporate Executive Board (CFO), a program of the Corporate Executive Board.

The membership in Corporate Executive Board provides full access rights to the CFO Executive Board research and services. The CFO Executive Board is comprised of senior officials within the Federal Government as members. This membership main focus is to share best practices and training to ensure that the entire Federal community is in compliance with Federal laws, regulations and goals. The CFO Executive Board identifies and publishes best-demonstrated practices focusing on successful corporate financial management matters. Membership services include: (1) Access to the annual executive retreat meeting for one individual from the member organization (reserved for the senior-most Finance executive), (2) Access to CFO Executive Board web site, print publications and decision support tools, (3) Access to one onsite on a topic selected by the Member Organization, (4) Access to CFO Executive Board teleconferences/seminars, (5) An assigned account team which proactively supports the Member Organization in achieving its strategic priorities by connecting the senior-most Finance executive with appropriate resources provided by Corporate Executive Board’s CFO Executive Board.

NASA Headquarters intends to renew its base one year membership with 3 one-year option periods with the Corporate Executive Board Company as a sole source procurement.

The authority is only one responsible source 10 U.S.C. 2304(c) (1) “Only one responsible source and no other supplies or services will satisfy agency requirements” (See FAR 6.302-1). The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:30 p.m. local time on October 29, 2008. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
