Description

NASA Presolicitation Notice: Advisory to Industry and Academia to Mark Calendars to Attend an Important Preproposal Conference in Preparation for Addition of the Integration of Advanced Concepts and Vehicles into the Next Generation Air Transportation System research topic under the Research Opportunities in Aeronautics (ROA) NASA Research Announcement (NRA)

The National Aeronautics and Space Administration (NASA) Headquarters, Aeronautics Research Mission Directorate (ARMD) is preparing a major Program addition to the “Research Opportunities in Aeronautics” (ROA) NASA Research Announcement (NRA), (NRA number NNH07ZEA001N). As a means of keeping interested parties informed and to assist in planning attendance to the Preproposal Conference, the following information is provided:

Date of Preproposal Conference: August 9, 2007

Location: L'Enfant Plaza Hotel, Washington D.C.

The National Aeronautics and Space Administration (NASA) Headquarters, Aeronautics Research Mission Directorate (ARMD) is preparing a major addition to the “Research Opportunities in Aeronautics” (ROA) NASA Research Announcement (NRA), (NRA number NNH07ZEA001N). In keeping with the current structure of the ROA NRA, ARMD plans to amend the NRA by adding an Appendix with the detailed requirements of the Integration of Advanced Concepts and Vehicles into the Next Generation Air Transportation System proposal topic.

To further elaborate, this NRA is to conduct systems analyses to understand the issues associated with the coordinated deployment of new and advanced concepts and vehicles in the Next Generation Air Transportation System (NextGen), including interactions among the vehicles, operational procedures, and NextGen Concept of Operations (ConOps). This study constitutes a major undertaking of importance to NASA’s entire Aeronautics program portfolio. The effort will establish an analysis infrastructure that can be used to answer questions involving the interaction of air traffic management, vehicle, safety, and environmental issues. The study will also be coordinated with other relevant studies, including NextGen trade studies sponsored by the Joint Planning and Development Office (JPDO).

This NRA is being planned as a multi-million dollar effort performed over a period of one to two years, with potential for follow-on efforts.

As part of the preparatory efforts to add the Integration of Advanced Concepts and Vehicles into the Next Generation Air Transportation System topic to the ROA NRA, ARMD plans to conduct a Pre-proposal Conference on August 9, 2007 at the L’Enfant Plaza Hotel in Washington, D.C. Interaction with the broad aeronautics community at the Pre-proposal Conference will support refinement of the NRA topic to be released soon after the conference. Opportunity to ask questions, solicit clarification, and offer improvements to the study scope will be provided. Teaming discussions with other participants will be encouraged. Further details for the conference will be posted in the very near future on the ARMD Web site http://www.aeronautics.nasa.gov/nra.htm .

Point of Contact: Questions or comments about plans for the addition of the above described effort or the upcoming Pre-proposal Conference may be forwarded by email to Mr. Jay Dryer or Dr. John A. Cavolowsky at 'NASA-roa@nasa.gov'.
