NASA/Exploration Systems Mission Directorate (ESMD) plans to issue a Request for Proposal (RFP) for design, development, test and evaluation of a Crew Exploration Vehicle (CEV).

Attached to this synopsis are the draft Statement of Work and the draft Data Requirements Documents list for this contract. This SOW is the first of several iterations and is intended to solicit industry input for further refinement. The SOW will be released again with the January, 2005 draft release of the entire CEV Request for Proposals (RFP) and will reflect updates due to industry comment and further internal NASA review. CEV Requirements are still being validated and are subject to change. Any changes in those requirements will also be reflected in the January Draft RFP release. The efforts described in this SOW occur prior to NASA down-selection in 2008.

These documents are available for review by potential bidders. While comments are welcome for any aspect of the draft documents, NASA will not reply to comments at this time. Of particular interest to NASA are comments concerning the entrance and exit criteria for program milestones, and comments concerning the Work Breakdown Structure utilized in developing the SOW. Comments on any element of this notice may be submitted via the Exploration Systems Acquisition Portal web site, available at:

NO PROPOSAL IS REQUESTED AT THIS TIME.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors’ responsibility to monitor these sites for the release of any solicitation or other documents relating to this procurement.

This notice is for information purposes and is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited. Respondents will not be notified about the outcome of the Government's review of any solicited information. Failure to respond to this synopsis does not mean that a firm cannot respond to a solicitation at a later date.
