Description
 
The California Institute of Technology’s (Caltech) Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is seeking responses to its Reliability Engineering Support Services (RESS).

BACKGROUND: JPL manages a Reliability Engineering Office (REO). REO is responsible for providing specialized technical engineering services for all JPL in-house projects/missions. These services include quality assurance inspection, reliability, environmental and probabilistic risk assessment engineering.

The purpose of this synopsis is to determine the interest of potential proposers in competing for this work. Subcontracts with JPL are funded by NASA under a NASA prime contract with Caltech.

Because of rapid fluctuations in staffing as dictated by project/mission needs, a local subcontractor, who maintains a facility to house the support personnel, provides the current RESS support. This subcontract is due to expire in the near future.

MANDATORY QUALIFICATIONS: JPL is anticipating that the following mandatory qualifications will be incorporated, in order for a prospective source to be considered qualified, and thereby, eligible for award: (1) Meet the North American Industry Classification System (NAICS) Size Standard Code # 541330; (2) Have a minimum business base of 50 full-time employees employed over the past 12 months; (3) Possess financial liquidity or line of credit capability to meet a payroll of 50 people for approximately 6 months; (4) Possess a robust timekeeping/billing system, capable of electronic invoicing; and (5) Key Personnel – Operations Manager must have 10 years of NASA-related experience in Mission Assurance.
