Description
 
The NASA Johnson Space Center is planning to issue a Request for Proposal (RFP) for the Information Technology and Multimedia Services (ITAMS) contract at the Johnson Space Center. This contract will merge requirements under the current JSC Information Management and Media Services (JIMMS) contract and the JSC Enabling Technology and Security (JETS) contract as well as information technology requirements on other JSC contracts.

Products and services provided by this contract are required for general information technology and multimedia services supporting NASA’s human space flight programs, exploration and science programs and the Johnson Space Center institutional operations.

Major activities include:

IT Applications Services including full system life cycle support for new and existing application capabilities as well as database and database product administration.

Information Management Services including document and data management

Library and Multimedia Repository Management

Writing, Editing and Graphics

Multimedia Engineering, Installation, Maintenance, Operations and Services

Public Affairs Multimedia Services

External Relations, Information and Communications

Facility Management of IT Support Facility

General IT Systems Management

IT Network and Security Services

Financial Systems Support

An ITAMS Industry Day is planned for this procurement. JSC is hereby soliciting firms to attend on January 20-21, 2009 at the NASA Johnson Space Center Gilruth Recreation Center. The presentation to industry will be held on January 20th from 10:00 a.m. to 12:00 p.m. in the Alamo Ballroom. One-on-one communications opportunities will be scheduled from 1 p.m. to 4:30 p.m. on January 20 and from 8:00 a.m. to 4:30 p.m. on January 21st in a meeting room at the Gilruth Center.

Goals:

The goals of Industry Day are to:

1. Promote competition on the proposed Information Technology and Multimedia Services Contract.

2. Develop industry understanding of the Government’s current vision and objectives pertaining to the contract.

3. Allow NASA/JSC to utilize industry input to improve the ITAMS RFP.

Sign-up Requirements:

Industry Day is open to all firms: both companies that have performed work at JSC and those that have not performed work and are interested in pursuing contracting opportunities. All interested parties are encouraged to attend.

Industry is requested to RSVP by close of business on Monday, January 12, 2009, by e-mail to the Source Board Secretary, Nancy Capra, at JSC-ITAMS-SEB@mail.nasa.gov. Attendance is limited to two attendees per company. The RSVP request shall include the following information:

1. In the subject line of your e-mail note: “ITAMS Industry Day RSVP.”

2. Point of contact’s name, company, address, and phone number.

3. Names and titles of attendees (limited to two) attending from your company.

Questions and Answers (Q&A) for Industry Day

Industry Day will focus on the understanding of the Government’s current contract requirements at NASA/JSC. It is the Government's intention to post the Draft Statement of Work (SOW) in the near future. If posted prior to industry day, discussion of future contract requirements will be limited to the Draft Statement of Work which will be posted on the ITAMS web site at:

Comments regarding the Draft SOW would be appreciated.

A Q&A period will follow the presentation. Questions may be answered, but keep in mind that this event is an open exchange with industry and no answers given will be considered official.

A draft Request for Proposal (RFP) is planned to be released. After its release NASA/JSC will hold a pre-proposal conference. This will allow industry to ask questions specific to the draft RFP. Industry will then be requested to submit questions in writing so that the Government may officially respond.

One-on-One Communications with Industry:

To facilitate open communications with industry, personnel will be available for one-on-one meetings in conjunction with Industry Day.

An individual company or a group of businesses planning to team or subcontract may attend; however, each company is limited to two participants. Meetings will not exceed 25 minutes in length.

Scheduling of appointment times are on a first-come, first- served basis. Appointments will be scheduled in 25-minute increments between 1:00 – 4:30 p.m. on January 20, 2009. Should the number of firms requesting a one-on-one exceed the allotted time on the 20th, additional one-on-ones may be held on the following day, January 21, 2009. Appointment times after the Industry Day will be contingent on the availability of personnel. However, we will attempt to schedule your meeting as quickly as possible to prevent unnecessary delays. No meetings will be scheduled after the release of the Final RFP.

From Bay Area Blvd.:

Turn right on Space Center Blvd. and go 2.0 miles. The Gilruth entrance is the second entrance on the right.

From NASA Parkway:

Turn left on Space Center Blvd. and go 0.8 mi. The Gilruth entrance is on the left.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541513 and $25M, respectively.
