NASA/JSC plans to issue a Request for Proposal (RFP) for aircraft inspection, scheduled and unscheduled maintenance, aging fleet inspections, structural inspections, and engineering services, in support of NASA Boeing Aircraft Fleet (NBAF). Engineering requirements include a full range of aeronautics related engineering disciplines including structural, mechanical, aeronautical, and electrical engineering. The intent of this contract is to cover work that exceeds the capacity, capability, or, facility of NASA and its support contractors.
The contractor is to provide all labor facilities, materials, tooling, and equipment necessary to perform NBAF maintenance services. Facilities requirements include a secure maintenance hanger and a paint facility capable of totally enclosing the specific NASA type aircraft in work.
The anticipated period of performance for this contract will be a 3-year base with (2) 1-year contract options. The contract will be a Time & Material contract.
The NBAF includes two B-747's and one, DC-9 which operate as Public Use Aircraft. NBAF engine configurations include Pratt & Whitney JT9D-7 and JT8D-9 engines, respectively.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
The NAICS Code and Size Standard are 488190 and $6.5M, respectively.
All responsible sources may submit an offer which shall be considered by the agency.
The anticipated release date of RFP NNJ08215883R is on or about November 20, 2007, with an anticipated proposal due date of on or about January 9, 2008.
