NASA/DFRC has a requirement for IDAN Hardware components
[SPECIFICATIONS]
The specifications are:
(1) Qty 6 each: IDAN-CMX 158886PX1400HR-BRG-1024T (incl. 4gb ATA/IDE flash disk chip)
(2) Qty 6 each: IDAN-IPWR104HR-L100WD
(3) Qty 6 each: IDAN-RHD-SYS104-FD with 32GB flash drive installed
(4) Qty 6 each: IDAN-COVER-TP
(5) Qty 6 each: IDAN-BASE-SM
(6) Qty 6 each: IDAN-BOLTS-129
[SOLE SOURCE EXPLANATION]
NASA/DFRC intends to purchase the items from RTD Embedded Technologies, Inc. The IDAN components are hardware that is required to construct and develop a tailored data acquisition system which will satisfy the data interface and data acquisition requirements for the SOFIA project. The IDAN Hardware components are exact replacements to existing flight qualified, data acquisition hardware. The IDAN hardware components are unique in physical interface and functional capabilities to the specified vendor, thus selecting another vendor would impact the government in the following manner
1. Existing power and interface designs on the aircraft would need to be modified
2. Existing software to operate the data acquisition system will require significant amounts of modification
3. New hardware will require additional environmental and airworthiness qualifications
After performing extensive market surveys, no other vendor has hardware components that meet all of the physical and functional requirements for the SOFIA configurations

The Government intends to acquire a commercial item using FAR Part 12 and 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 28, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are NOT acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
