[BASIC STATEMENT OF REQUIREMENT] NASA/DFRC has a requirement for twenty-nine (29) Cospas-Sarsat Personal Locator Beacons.

[SPECIFICATIONS] The specifications are: (1) Qty 6 each: Cospas-Sarsat Locator Beacons, Model SLB2000-101 (part numbers used are Cobham Tracking and Locating Ltd. numbers) includes: • Electronic activation cable for use in the ACES II/ III ejection seats found in F-15, F-16, F-22 and other aircrafts • Eternal cable tri-frequency antenna that transmits on 121.5, 243 and 406 MHz and external GPS cable antenna (2) Qty 23 each: Cospas-Sarsat Locator Beacons, Model SLB2000-100 (part numbers used are Cobham Tracking and Locating Ltd. numbers) includes: • Eternal cable tri-frequency antenna that transmits on 121.5, 243, 406 MHz and the external GPS cable antenna only.

[SOLE SOURCE EXPLANATION] NASA/DFRC intends to purchase the items from Cobham Tracking & Locating Ltd. These beacons are used in ejection seat survival kits and parachutes. The FAA has made a change to the way they locate downed aircraft and require the locater beacons to transmit on the new 406 MHz frequency so that they can be detected by the Cospas-Sarsat satellite. The only beacon that currently meets the Air Force specifications and the Cospas-Sarsat certification requirements is the Cobham Tracking & Locating beacon SLB2000. The above items are a military harden beacon that is certified Class 2 Cospas-Sarsat beacon that operates for a minimum of 24 hours from -20 degrees C to +55 degrees C. The above item also meets the environmental requirements of MIL-STD 810F and NATO STANAG 7007. The Cobham Tracking & Locating beacons have also passed USAF testing requirements including the Ejection Seat Sled Test, and the Parachute Bailout Test.

[FOLLOW-UP AND LEGAL] The Government intends to acquire a commercial item using FAR Part 12 and 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 20, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are NOT acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed.
