NASA/DFRC intends to award a sole source purchase order for the Marana, Arizona on-site disassembly of repairable components from BOEING 747SP N4508H S/N 22547 aircraft; crating and shipping of subject components; and excess of aircraft carcass.
NASA/DFRC intends to purchase the items from Evergreen Trade, Inc. of McMinnville, Oregon. Evergreen Trade, Inc. is currently providing storage of the non-flyable 747SP at Evergreen Maintenance Center in Marana, Arizona. Due to the location and the non-flyable state of the aircraft, Evergreen Trade Inc. (Evergreen) is the only responsible source that will satisfy agency requirements for the aircraft to be stripped in place and disposed of in a safe and cost effective manner. This statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), Only One Responsible Source.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than noon local time on July 22, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
