NASA/JSC plans to issue an RFP for the following Commercial item/services: cargo upmass, disposal and return to and from the International Space Station, nonstandard services and special studies as defined in the Statement of Work.

The NAICS Code and Size Standard are 481212 and 1500, respectively.

You are hereby notified that the Government is (1) posting the Draft RFP, (2) announcing the Pre-Proposal Conference, (3) announcing One-on-one Communications with Industry, and (4) announcing updates to the Technical library.

(1) The Draft RFP is hereby released. Comments on the Draft RFP are due to the Contracting Officer, in writing, no later than March 13, 2008.

The anticipated release date of the Final RFP for ISS Commercial Resupply Services (ISS CRS) is on or about April 14, 2008 with an anticipated proposal due date on or about June 15, 2008.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on the ISS Commercial Resupply Services procurement page at http://procurement.jsc.nasa.gov/issresupply/ .

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.

(2)Pre-proposal Conference: The ISS CRS Pre-proposal Conference will be held on Monday, March 17, 2008, from 9:00 a.m. - 12:00 p.m., Central Standard Time (CST), at the Gilruth Recreational Center, Alamo Ballroom, adjacent to NASA Johnson Space Center, Houston TX.

Goals of the Pre-proposal Conference:

a. Provide Industry an opportunity to gain further insight into the Draft RFP terms and conditions, requirements, selection criteria, and use of pricing templates for proposal development.

b. Promote competition, subcontracting, and contractor teaming opportunities on the ISS CRS acquisition strategy.

Registration Requirements:

Interested parties are requested to RSVP for the Pre-Proposal Conference and, if desired, One-on-one Communications with Industry no later than 4:30 p.m., CST, on Friday, March 7, 2008 by e-mail to the Contract Specialist, Sheela Logan, at jsc-isscrs-seb@mail.nasa.gov. Interested parties are limited to four attendees per company or eight attendees per team. The RSVP should include the following information:

a) Subject line: "ISS CRS Pre-proposal Conference RSVP"

b) Point-of-contact's name, phone number, and company.

c) Names of all the attendees from your company.

A question and answer (Q&A) period will follow at the end of the Pre-proposal Conference presentation. Oral questions may be answered; however, this event is an open exchange with Industry. No answers given will be considered official or binding on the part of the Government. The Government expects that verbal questions received from Industry will be followed up in writing. Questions submitted in writing will be answered and posted to NAIS and the procurement website and will be official responses. If differences exist between verbal and written responses to questions, the written responses shall govern.

Directions to the Gilruth Center:

As you are heading South on I-45, turn Left on Bay Area Boulevard (East). Proceed approximately 3 miles on Bay Area Boulevard, then turn Right on Space Center Boulevard. Proceed approximately 2 miles on Space Center Boulevard through two stop lights. Turn Right to the Johnson Space Center Gilruth Center. Proceed to the Gilruth Building parking lot. Enter thru the Gilruth Center's front entry, and the Alamo Ballroom will be on your left.

(3) One-on-one Communications with Industry:

To facilitate further open communications with Industry, interested parties are invited to meet with the ISS CRS Procurement Development Team (PDT) Chair and Contracting Officer. Information concerning topics that may be discussed and those that will not be discussed during these meetings will be posted on the ISS CRS procurement website.

The SEB has scheduled the San Jacinto Room in the Gilruth Center for March 17, 2008 from 1:00 p.m. to 5:00 p.m. and the Brazos Room in the Gilruth Center, for March 18, 2008 from 7:00 a.m. to 5:00 p.m. Meetings are limited to one hour. Interested parties are limited to four attendees per company or eight per team. The request for a meeting should include the same information as and be submitted along with the RSVP for the Pre-proposal Conference.

Interested parties are limited to one (1) One-on-one Communications with Industry meeting per company or teaming arrangement. Meetings will be scheduled on a first-come, first-served basis. Interested parties will be notified of their scheduled date/time by March 13, 2008.

(4) You are hereby notified of the following changes to the Technical Library, accessible via the ISS CRS procurement website:

a) Content updates: the contents of the Technical Library have been updated. Potential offerors are reminded to continually monitor the ISS CRS Technical Library, as documents may be added without prior notification.

b) Changed passcode: The Technical Library's User ID and Password have changed. In order to gain access to the Technical Library, please follow the instructions provided on the ISS CRS procurement website under Technical Library.

An ombudsman has been appointed. See NASA Specific Note "B".
