This is modification 10 to the synopsis entitled Constellation Space Suit System (CSSS) Solicitation Number NNJ06161022R which was posted on August 2, 2006. You are notified that the Government is announcing a change in the procurement schedule.

The schedule is revised for two reasons. First, draft Element Requirements Document (ERD) data will be made available at an earlier date than originally planned, allowing potential Offerors a greater length of time to respond to the data. Second, the proposal due date has been moved prior to the Christmas holidays in order to provide Offerors an opportunity to enjoy the holiday season. It should be noted that the length of time between final RFP release and proposals due has been lengthened by 12 calendar days over the previous scheduled proposal development period.
The majority of the data required for the Final RFP release will be available by October 1, 2007 with the following known exceptions:
• CxP 72207, Constellation Space Suit ERD and CxP 72208, Constellation Program Vehicle Interface Element (VIE) Element Requirements Document (ERD), will be in draft form. Drafts of these documents will be added to the CSSS Technical Library shortly.
• CxP 72002, EVA Systems Project System Requirements Document (SRD) will not have been updated by October 1, 2007
• CxP 72176, Constellation Program EVA Systems Architecture Description Document (ESADD) will not have been updated with an updated reference approach will not have been updated by October 1, 2007
• Attachment J-16, Deliverable Items List (DIL) will not be updated to reflect the updated reference approach will not have been updated by October 1, 2007
An amendment to the Final RFP will be released that will include the baselined ERDs, an updated SRD, and an updated Attachment J-19 SRD/ERD Requirements Applicability and Verification Participation Matrix and an updated ESADD, an updated Attachment J-3, Applicable, Guidance, and Informational Documents List (if required) and an updated version of Attachment J-16, as well as any other changes identified or documents updated prior to that time. This amendment will also indicate that the Technical Library is complete and is then frozen for proposal development purposes. It is anticipated that the amendment release will occur around November 1, 2007.
The Technical Library will be complete by October 1, 2007, coinciding with the planned release of the Final RFP (with the exceptions identified above). However, it may be necessary to continue to post some documents to the Technical Library in the period between October 1, 2007 (planned Final RFP release) and the November 1, 2007, the planned release of the amendment indicating the Technical Library is complete. The Technical Library will be frozen with the release of the amendment. Offerors are strongly encouraged to submit questions no later than one week after the amendment is issued.
The proposal due dates are also revised. The Past Performance Proposal Volume VI is now due November 13, 2007. Proposal Volumes I, II, III, IV, V, and VII are now due on December 20, 2007. This change was made so that potential Offerors could complete proposal efforts prior to the typical holiday period. The updated schedule can be viewed at:

You are notified that the due date for comments to the Draft RFP has not changed and remains August 17, 2007.
The ERDs which will be added to the technical library are the drafts which are being reviewed at the EVA Level IV Systems Requirements Review (SRR). The kickoff presentation for the SRR is also being posted. This presentation helps put the ERD drafts in context. The Attachment J-19 SRD/ERD Requirements Applicability and Verification Participation Matrix included with the draft RFP does not include the ERD requirements. Attachment J-19 will be updated after the baselined ERDs are posted to the technical library.
Potential Offerors are reminded to continually monitor the CSSS Technical Library as documents and responses to anonymous questions will be added without notification. Documents related to this procurement will be available over the internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
