NASA/MSFC has a requirement for Real Time Simulation Systems. These systems will be used for demonstrations and verification in support of the System Integration Lab (SIL).
NASA/MSFC intends to purchase the items from Concurrent Computer Corporation on a sole source basis.
Concurrent Computer Corporation’s RedHawk real-time operating system is currently in use within the SIL, and any subsequent real-time systems must be compatible with this operating system so that any software deployed on these systems would not need to be re-verified and possibly redesigned. Re-verification or redesign requirements would result in significant labor costs and schedule delays. The real-time systems, and the peripheral items associated with this requirement, must be purchased as an integrated solution from Concurrent Computer Corporation so that the performance can be guaranteed and compatibility with existing real-time systems maintained. The computing platform itself, and all peripheral input/output devices and their associated driver software, must be certified by the real-time operating system vendor.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov; Fax: 256-544-4401 no later than 4:30 p.m. local time on January 08, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
