The purpose of this synopsis is to provide advance notification to industry that NASA/MSFC intends to release in the near future a draft Performance Work Statement (PWS) for the purpose of communicating the preliminary technical requirements of the pending “Enterprise Application Service Technologies (EAST)” acquisition. This draft PWS, which is subject to change, will be synopsized on the EAST acquisition website accessed through the MSFC Acquisition Portal on the I3P website at http://i3p-acq.ksc.nasa.gov . The anticipated date for release of this document is on or about December 19, 2008.

NOTE: Other than the 1) Pre-Solicitation synopsis, 2) Draft Request for Proposal (RFP), and 3) Final RFP, including any amendments, NASA intends to publish all other supporting documentation and information about this procurement only on the EAST website. Interested parties are therefore advised to continually monitor the EAST website for updated information.

Additionally, as previously announced to industry, NASA is offering to conduct “One-on-One” meetings with industry subsequent to the release of the draft PWS. Currently, these meetings are being scheduled for January 9th or January 12-15, 2009. In order to facilitate ease of entry for interested parties, these meetings will be conducted at a facility located outside the physical boundaries of Redstone Arsenal, Huntsville, AL.

Due to time and facility constraints, it is anticipated that only those firms considering submitting an offer as a prime contractor and their respective teammates together will be accommodated with an appointment. While potential prime contractors may include subcontract teammates, the total number of attendees per team is limited to eight (8) persons. Currently, it is anticipated that only 1.0 hour will be available for each potential prime team.

The primary purpose of these meetings is to allow industry to meet with Government personnel associated with the EAST acquisition and to allow industry the opportunity to provide comments on the proposed draft PWS and pending solicitation. This feedback will help to ensure that the draft Request for Proposal (RFP) is optimally written to accomplish the goals of I3P and EAST. Input provided by interested parties will be non-attributable; however, use of any and/or all input received about this acquisition from industry shall be at the sole discretion of the Government. Information from the Government personnel regarding the EAST acquisition will be limited, as such information will be provided upon the release of the draft solicitation, currently planned for the first quarter of 2009.

HOW TO SCHEDULE A ONE-ON-ONE MEETING: To schedule one (1) appointment during the period January 9th or January 12-15, 2009, potential prime contractors are requested to contact Ms. Tarrie Hood via e-mail at: Tarrie.Hood@nasa.gov. on or before January 05, 2009, with a copy to Vann.Jones@nasa.gov. An attempt will be made to honor a requested time slot based on the order in which your requests are received. Information regarding the meeting location and driving directions will be provided to you in a confirmation e-mail. Space is limited to a total of eight (8) contractor personnel, including any teaming partners.

This anticipated procurement is unrestricted regarding business size.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The NAICS Code and Size Standard are 541512 and $25M, respectively.
