NASA/MSFC has a requirement for a Hocking Phasec 3D System and Autosigma 3000 Base Instrument to include assortment of probes and reference blocks.
NASA/MSFC intends to purchase the items from Jess W. Jackson and Associates, Inc. on a sole source basis.
1. The existing Hocking systems at Marshall Space Flight Center have specialized firmware that is only compatible with the eddy current probes produced by Hocking. Impedances are matched to the system and going with other companies increases the risks that the probe/flaw detector system will not be compatible.
2. All of the probes and blocks have been especially made for the Hocking system. Going with a completely new manufacturer will severely impact ARES I development schedules and increase costs dramatically.
4. Market research revealed that Jess W. Jackson is the manufacturer’s representative and only source from which the required system can be procured within seven southeastern states to include Alabama.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov; Fax: 256-544-4401 no later than 4:30 p.m. CST on November 04, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
