NASA/MSFC has a requirement for B&K Pulse Software Maintenance.
NASA/MSFC intends to purchase the items only from Bruel and Kjaer North America Inc on a sole source basis. Proprietary copyrights are held by Bruel and Kjaer; the software maintenance requested is not available from any other source. Review of current technical literature substantiates that only Bruel and Kjaer retains the unique ability to make source code changes for program updates and maintenance corrections.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Betsy Anderson/DFS, f: 256-544-4401, email elizabeth.s.anderson@nasa.gov, email correspondence is preferred. Contact no later than 12noon CST on 10/01/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
