NASA/MSFC has a requirement for software license and renewal for VxWorks 653 platform real time operating system (RTOS).
NASA/MSFC intends to purchase the items from Wind River Systems on a sole source basis for the following reasons:
1. VxWorks 653 will be used by the prime contractor for upper stage flight software; therefore, for compatibility reasons, identical software must be used for MSFC’s prototyping efforts.
2. Utilizing a different software application will result in program delays due to training and familiarization issues with a different RTOS upon transition to the development phase.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Joe McCollister/PS22 regarding this synopsis at joseph.m.mccollister@nasa.gov or via fax at 256-961-4753 no later than 12:00 p.m. CST on 09/26/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
