NASA/MSFC has a requirement for research and testing of a Prototype 1 EV-40 KEV ION Source Power Controller.

NASA/MSFC intends to purchase the items from Colorado State University on a sole source basis.

Colorado State University has (A)extensive knowledge of different types of ION Sources including low temperature sources and high-energy particle sources. They have (B) extensive experience in solutions for sputtering and arcing problems that are inherent to the high voltage side of this source. Colorado State University has built the first phase of this project, the ION Source, now they have developed the prototype of the power controller.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Denece A. Norris no later than 4:30 p.m. local time on March 25, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note "B".
