Description
 
NASA/MSFC plans to issue a “Draft” Request for Proposal (DRFP) on or about April 13, 2006 to seek industry comments for the Safety and Mission Assurance (S&MA) Services solicitation. It is anticipated that an industry briefing at the NASA/MSFC in Huntsville, AL 35812 will be conducted within ten (10) days after the release of the DRFP. This will be followed by the posting/issuance of a “Final” RFP (FRFP) seeking proposals from interested and qualified offerors.

The S&MA Services solicitation will be a follow-on to the current Safety & Mission Assurance (S&MA) Mission Services contract (NAS8-00179, HEI). During the period of performance for the forthcoming contract, required S&MA services continue to include safety (flight and industrial), reliability, maintainability, quality assurance, project assurance, independent assessment, and risk management. However, the focus of these services is expected to transition from sustaining Space Shuttle propulsion elements to design/development/manufacture of the Crew Launch Vehicle (CLV) and other space exploration systems.

Period of Performance (PoP):

The total potential contract PoP is ten (10) years.

Basic contract: Two year base period: December 1, 2006 through November 30, 2008, with three (3), one (1) year options through November 30, 2011(five (5) years).

Additional Award Term period(s): The potential exists for addition of Award Term periods of up to five (5) award term years through November 30, 2016.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The Government has designated this procurement as a 100% small business set-aside. See Note 1.

The NAICS Code and Size Standard are 541710, Research and Development in the Physical, Engineering and Life Sciences and size standard of 1000 employees, respectively.

The DPAS Rating for this procurement is DO-C9

Small business goals for this procurement are as follows: None apply (Small Business Set-Aside)

All responsible sources may submit an offer to the FRFP, which shall be considered by the agency.

The anticipated release date of a DRFP is on or about April 13, 2006. Industry comments shall be due 14 days after the release date of the DRFP. The anticipated release of the FRFP is on or about May 11, 2006, and the anticipated offer due date in response to the FRFP is on or about June 26, 2006.

An ombudsman has been appointed -- See NASA Specific Note "B".

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
