NASA/GSFC has a requirement for a KA/KU BAND RADAR TRANSCEIVER.
The objective of this work is the performance of an engineering study for upgrading a Ka/Ku-band radar transceiver (referred to as the “Ka/Ku-band transceiver” below). The Ka/Ku-band transceiver is intended for use as a component of the Ka/Ku-band radar that is being developed for the Global Precipitation Mission (GPM) Ground Validation System (GVS). The GPM GVS Ka/Ku-band radar will assist in mission product algorithm development in the pre-launch era, and will be used for validation of precipitation products in GPM’s post-launch era.
The Ka/Ku-band transceiver that is the object of this requirement was designed and developed by Remote Sensing Solutions, Inc. (RSS) of Barnstable, MA. under the Small Business Innovation Research (SBIR) Program. In it current configuration the RSS transceiver cannot meet the sensitivity requirements of the GPM GVS Ka/Ku-band radar. The engineering study will identify the specific hardware (vendor and part numbers), cost, availability and quoted delivery times for the hardware, and the modifications to the RSS transceiver that will enable the final radar system, designed around Ka/Ku-band transceiver, to meet the GPM GVS requirements.
NASA/GSFC intends to purchase the items from REMOTE SENSING SOLUTIONS, INC. Pursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 03, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
