NASA/GSFC/Wallops Flight Facility plans to issue a DRAFT Request for Proposal (DRFP)] for NASA Sounding Rocket Operations Contract Follow-on (NSROC II).The NASA Sounding Rockets Program (NSRP) supports NASA Headquarters’ Science Mission Directorate by utilizing expendable sub-orbital rockets to conduct a host of scientific investigations for the study of near earth and space environments and to advance new technologies. The NSRP develops and provides launch vehicles and payload support subsystems; conducts experiment integration, testing, and flight qualification activities; and implements field operations at fixed and mobile ranges worldwide. The scope of the resultant contract will encompass all the efforts required to develop, design, build, integrate, test and support pre-launch/launch/post launch activities. This is a full and open competitive procurement and is anticipated to result in a Cost-Plus-Incentive Fee (CPIF) contract. All responsible sources may submit an offer which shall be considered by the agency.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

The anticipated release date of the Draft RFP is on or about October 30, 2008.
