Description
 
NASA/GSFC has a requirement for two each, 8 inch silicon wafers containing 1,920 X 2,048 format readout integrated circuits.

NASA/GSFC intends to purchase the items from Raytheon Vision Systems only. There is no other source for this format in the US (or the world) that are compatible with GaAs quantum well photodetectors, the intended application. Additionally, these ROICs are a scale up of an existing 512 X 640 ROIC which has a proven operational history. If we were to try and duplicate this effort with another company the non-recurring engineering costs would exceed $1,000,000.00 and easisy require more than a year to get a few prototypes that may or may not be fully functional. It is not feasible to consider another company to design and manufacture this ROIC.

This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.

The Government intends to acquire a commercial item using FAR Part 12.

This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 19, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

An Ombudsman has been appointed. See NASA Specific Note "B".
