Description
 
NASA/GSFC has a requirement for the development of a highly efficient topographic mapping system that can be housed in a compact instrument providing data products that vastly exceed other instruments in the same class.

On a non-competitive basis, NASA/GSFC intends to award a cost reimbursement indefinite-delivery indefinite-quantity contract to Raytheon Space and Airborne Systems (Raytheon) for hardware development and delivery that are based on demonstrated and proven technologies. The deliverables include a high efficiency (>15% electrical-to-optical wall plug efficiency) single element Yb:YAG microchip laser, multi-element (4x4) Yb:YAG monolithic microchip laser array, single element HgCdTe APD (with >95% quantum efficiency at 1030 nm) with ultra-low noise ROIC (< 1 pA/rt-Hz) and a multi-element (4x4) HgCdeTe APD array with ultra-low noise ROIC components and systems for a one year period with 2 option years.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. EST. Wednesday, September 17, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
