Description
 
NASA intends to award a sole-source contract extension to Honeywell Technology Solutions, Inc. (HTSI) pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space Flight Center (NASA's GSFC) Flight Projects Directorate. This procurement is to extend the period of performance/effective ordering period of contract NNG04DA00C for a period of up to 6-months from October 9, 2008 through April 8, 2009 and increase the Core estimated value in order to allow for the continuation of services, the modification of existing services, and for new work until the Space Communications Networks Services (SCNS) competitive follow-on contract is awarded. The contract extension and increase in Core value are necessary in order to ensure program continuity and critical mission support and to avoid significant technical and programmatic impacts to NASA programs.

The scope of the existing work encompasses the following functional requirements: Program and Network Management, Planning, Management Reporting/Reviews, Financial Management, maintain and meet Performance Metrics, Property and Logistics Management, Configuration Management and Control, Security Management, Safety and Health Management, Quality Assurance, Environmental Management, Space Network Operations, TDRS Flight Operations, TDRS Console Support, Scheduling/Control/Status, NCCDS Operations, Scheduling of Non-customer Activities, Service Accounting, Engineering Configuration management, Documentation Maintenance, Facilities Operations and Maintenance, Custodial Services, Facilities Configuration Management and Documentation, SN Security, SN Logistics, WSC Administrative Computing, Networking, and Telecommunications, System Engineering and Development, Engineering Studies, Mission, Networks Loading, Modeling and Analysis, Requirements Development, Testing, Simulations, and Integration, Hardware and Software Development, Facilities Engineering, Sustaining Engineering, Software Maintenance, Hardware Maintenance, Logistics, Ground Network space Communications Services, satellite Laser Ranging Network Operations, NASA Integrated Services Network Interface support, Mission Unique Equipment support, Facilities Operations and Maintenance, and Alternate Wide Area Network Services.

The Government does not intend to acquire a commercial item using FAR Part 12. See note 26.

HTSI, as the current incumbent, has the in-depth knowledge of Government facilities, networks and systems, management structure and personnel to provide uninterrupted continuation of mission critical support. An interruption and restart of the services currently being performed, with a new contractor that is unfamiliar with the existing networks, facilities and the specific requirements of the NENS contract, would greatly jeopardize the success of space exploration goals and valuable on-orbit assets as managed by various NASA directorates. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, HTSI is considered the only contractor that can meet NASA's GSFC needs given the short period of performance for the extension.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 PM. local time on September 17, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
