NASA/GSFC has a requirement for an ANECHOIC CHAMBER SYSTEM POSITION CONTROLLER 4190 SERIES UPGRADE.
The Antenna Controller System is used to change the angle of the antenna in the Anechoic Chamber which does automatic scans of antenna patterns. This upgrade must interface with the current system using the Automated Microwave Measurement System (AMMS).
NASA/GSFC intends to purchase the items from MI TECHNOLOGIES. It is our understanding that MI TECHNOLOGIES is the only vendor who meets all of these requirements. The Authority is 10 U.S.C. 2304(c)(1), Only One Source reasonably available.
The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, and will be awarded under the authority of FAR Subpart 13.5, Test Program for Certain Commercial Items.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to 301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) on September 16, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
