NASA/GSFC has a requirement for the following:
1) Qty: 2 Description: Swing-by-Calculator (SBC) License
2) Qty: 3 Description: Swing-by-Calculator (SBc) Network License
3) Qty: 3 Description: Lunar Transfer Orbit Calculator (LTOC) Network License
4) Qty: 2 Description: Lunar Transfer Orbit Calculator (LTOC) License
SBC and LOTC has a unique feature in which they can construct files that can be used as direct input to the Satellite Tool Kit/Astrogator Module from Analytical Graphics, Inc (AGI).
NASA/GSFC intends to purchase the items from JAQAR Space Engineering.
The authority is FAR 13.106(b0(1) only one source reasonably available.
The Government intends to acquire a commercial item using FAR Part 12.
The DO Rating is DO-C9. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing via email, fax or mail to Candis Edwards-Duncan/CODE 210.H at NASA Goddard Space Flight Center, Greenbelt, MD 20771 (Candis.J.Edwards-Duncan@nasa.gov) not later than 4:30 p.m. local time on 09/02/2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
