NASA/GSFC has a requirement for A HYDRA HARP MULTICHANNEL PICOSECOND EVENT TIMER & TIMER-CORRELATED SINGLE PHOTON COUNTING (TCSPC) MODULE. Minimum features required are as follows:
Time to Digital Converter:
- Minimum Time bin width 1ps
- Maximum count rate: 12.5*10^6 counts/s
- Maximum synch rate: 150 MHz
- Adjustable delay range: +/- 100 ns, resolution 1ps
Histogrammer:
- Count depth per time bin 32 bits
- Max number of time bin: 65536
Applications(min.): LIDAR and ranging; Event timer for Satellite Laser Ranging (SLR); Coincidence correlation; Diffuse optical tomography and molecular imaging; and Time-of-flight measurements;
NASA/GSFC intends to purchase the items from PICOQUANT PHOTONICS NORTH AMERICA, INC.(PQPI). It is our understanding that PICOQUANT PHOTONICS is the only vendor who meets all of our requirements. The Authority is FAR 13.106(b)(1), only one source reasonably available.
The Government intends to acquire a commercial item using FAR Part 12 and Simplified Acquisition Procedures set forth in FAR Part 13.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
