Description
 
The Mission Operations and Mission Services (MOMS) follow on contract shall perform Mission Operations, Systems Engineering and Sustaining Engineering in support of on going mission operations, and Systems Engineering, Studies, Development, and Integration and Test in support of pre-launch activity, as well as Information Services and Mission Operations Communications Support tasks. The contract shall support mission operations activities in all mission phases including concept studies, pre-formulation, formulation, implementation, operations, and disposal.

The primary functions of operations include command and control, mission planning and scheduling, trending and analysis, observatory health and safety monitoring functions, on-board storage management, limited flight dynamics support, and flight software management. The MOMS Statement of Work (SOW), Attachment A to Contract NNG04DA01C includes additional information for representative requirements for the follow-on. The SOW under the current contract is available with this RFI. The Flight Dynamics Support Services provided under the current MOMS contract (Section 5.0 of the SOW) are excluded from the scope of this RFI and subsequent planned solicitation. Only limited flight dynamics functions tightly integrated within Mission Operations Centers (MOCs) activities are considered in scope.

The MOMS follow-on is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract with a 5-year effective ordering period. In preparation for the procurement, the Government seeks information from industry regarding industry perspective of the pros and cons of different contract types, both fixed price and cost type. 1. Include examples of past experiences, and lessons learned performing similar work under any or all of the specified contract types. 2. If more than one type, what are the types recommended for the elements outlined in the scope. 3. List any identified risks associated with each contract type and recommended approaches to reduce/mitigate those risks.

Please provide written responses to this RFI no later than August 8, 2008. Concise responses are encouraged and appreciated. NASA Goddard Space Flight Center may request a briefing/meeting for any responses that need further clarification in the week of August 18, 2008.
