THIS NOTICE CONSTITUTES AMENDMENT NO. 002 TO THE COMBINED SYNOPSIS/RFQ FOR RESEARCH ANALYSIS AND SOFTWARE TOOLS FOR OPERATIONS RESEARCH OF SPACE FLIGHT PROJECTS. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.

The purpose of this amendment is to answer the following vendor questions:

Q1) Does the CO expect 3 reference questionnaires per proposal OR 3 reference questionnaires for the prime offeror AND 3 reference questionnaires for each subcontractor?

A1) Three (3) reference questionnaires for the prime offeror and if there are subcontractors, three (3) reference questionnaires for each subcontractor proposed under this effort.

Q2) Given that "the offeror shall provide resumes of each proposed individual and identify the applicable labor category" shall we assume that all resumes should be included in the "Cost Proposal" and are therefore not subject to page limitations?

A2) Yes, that is correct. The individual personnel resume page count should not be counted against the technical proposal page count. The resume(s) should be included in the Cost Proposal volume, as an appendix.

Q3) Are multiple awards anticipated with competitive bids expected, and if so, will awardees be expected to competitively bid on future task orders?

A3) No.

Q4) Is there an identified process for data collection?

A4) There is no identified process for data collection. The responder should submit their proposed way of performing this work and as there is no historical data collection process.

Q5) Have funding levels been identified for this contract?

A5) An award has not been made, this is only the RFQ/RFP process.

Q6) Are the modeling activities and database information focused on launch vehicles, spacecraft or both?

A6) The modeling activities and database information focuses on all aspects of NASA/aerospace flight hardware elements, which includes but not limited to spacecraft and subsystems/components, scientific instruments and sensors, support equipment (flight and other), etc.

Q7) What type of historical information is available and will be provided to support tasks associated with this contract?

A7) The historical information contained data determined as sensitive, confidential, not for public disclosure or foreign distribution and dissemination. The historical information is specifically for use only under this purchase order contract. The historical data should not be copied and/or merged into offeror's personal data base or data retrieval system(s). Once the purchase order/contract has been awarded, the appropriate data will be provided and supplied to the successful offeror.

The due date for receipt of offers is not extended.

Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on August 12, 2008. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
